Site supervision over construction
Compliance control of construction works with design documentation. Prime Design conducts site supervision for its own projects and takes over supervision for documentation from third-party designers. Mandatory for facilities of the 1st responsibility level in RK and RUz.
What is site supervision
Activity of the design organization to control the compliance of construction works with the design documentation. Regulated by SNiP RK 1.03-05-2011 "Construction Organization" and industry-specific standards of the Republic of Uzbekistan.
Why site supervision is needed
Even high-quality design documentation does not protect against contractor errors on site. The contractor may change a structural solution, use different material, deviate from a detail. Site supervision is — independent check by the designer, recording compliance of actual execution with design decisions.
When mandatory
Per RK standards, site supervision is mandatory for facilities 1st responsibility level: residential buildings from 3 storeys, public buildings, industrial facilities, hydraulic structures. Lack of site supervision is formal grounds for refusal to accept the facility for operation.
Who can conduct
Only a design organization with a valid design activity license. Prime Design has licenses Category 1 of the Republic of Kazakhstan and the Republic of Uzbekistan — allowed to supervise facilities of any complexity.
What site supervision includes
Standard scope of work fixed in the contract and site supervision log. If necessary, adjusted for a specific facility and client requirements.
Scheduled site visits
1-2 times per month per schedule. Floor inspection, checking compliance of structural and finishing decisions with the project.
Acceptance of hidden works
Participation in inspection of rebar cages, waterproofing, connection joints — before concreting and closing.
Journal keeping
All comments are recorded in the site supervision log of the established form. Certified copies are transferred to the client.
On-site consultations
Prompt consultations of the contractor on disputable details, tying project solutions to actual site conditions.
Change approval
If deviation from the design is required during construction — we formalize changes in documentation with repeated calculation verification.
Participation in acceptance
Presence at the final acceptance of the facility, signing of conformity documents, preparation of the site supervision act.
Cooperation formats
Prime Design provides site supervision in two formats — for its own projects and for documentation from other organizations. Terms differ in cost and onboarding procedure.
Supervision of own project
Continuation of cooperation after delivering the working design. Maximum quality: specialists know the facility "from the inside", decisions are justified by the authors. Cost — 0.5-1% of construction cost.
Supervision of third-party project
We take over supervision for documentation from third-party designers upon their transfer of technical part and consent to change of supervision authorship. Preliminary documentation audit is required. Cost — 1-2%.
One-time expert visit
One-time expert assessment of the on-site situation without a long-term contract. Suitable for disputable situations or control of critical stages. Fixed cost.

How much does site supervision cost?
Cost — 0.5-2% of construction and installation cost, or a fixed monthly fee depending on the facility.
- For own project — 0.5-1% (minimum threshold — 250,000 KZT/month)
- For third-party project — 1-2% (after preliminary documentation audit)
- One-time expert visit — from 150,000 KZT with report

How often does the specialist visit the site?
Standard schedule — 1-2 scheduled visits per month plus presence at the acceptance of all hidden works.
For complex facilities the schedule is agreed individually: weekly, during critical stages (foundation works, frame installation, roofing, engineering systems installation). Ad-hoc visits — at client or contractor request.
How are comments formalized?
All замечания фиксируются в журнале авторского надзора of established form. Certified copies are transferred to the client and contractor for elimination. Eliminated comments are re-verified.
Critical violations (safety threat, deviation from structural decisions) are formalized as a work suspension order with notification to the client and state supervisory bodies.
